HEAD OF TRAINING AND DEVELOPMENT
Location: Sydney (NSW), Australia
Reporting to: Chief Executive Officer
Hours of Work: Full Time (will include evenings and weekends as required)
Nature of Contract: Permanent
Salary Range: Market-Related (commensurate with skill and experience)
About the Role:
The CSG oversees the security framework of the Jewish community and provides advice and services directly to the community's leadership, individual communal institutions, organisations, and events. Its operations include protection, research and advice, investigations, crisis management, and liaising with the community, relevant government agencies, and other stakeholders.
The Head of Training and Development is a senior executive role within the CSG NSW, responsible for the strategic leadership and oversight of the organisation’s training and development framework. This position ensures that the CSG remains fully self-sufficient in training, equipping volunteers, instructors, and leaders with the capabilities required to meet evolving threats and organisational objectives.
The ideal candidate will be a decisive and strategic leader who combines foresight with operational credibility and deep expertise in building organisational capability. They will ensure that every member of the organisation, across all roles and disciplines, is trained to the highest standard required to operate effectively in a complex and evolving threat environment. Central to the role is creating transparent and robust development pathways that move volunteers from induction through to advanced leadership and instructor positions, securing a sustainable pipeline of talent. Above all, this leader will be values-driven, collaborative, and uncompromising in ensuring that CSG remains fully self-sufficient in training and prepared at all times to meet its mission.
Main Duties and Responsibilities:
1) Training Strategy and Leadership:
Develop and implement the CSG’s long-term training and development strategy, ensuring alignment with organisational strategic goals and operational requirements.
Serve as the executive lead on all matters relating to training, capability development, and operational preparedness.
Provide strategic advice, reporting, and analysis to the CEO, Board, and key stakeholders.
2) Training Framework, Program Development and Self-Sufficiency:
Oversee the design, delivery, and continuous improvement of CSG’s training framework, ensuring it is efficient, scalable, and relevant.
Work across all core disciplines with volunteer leadership to maintain a syllabus that reflects operational requirements and current threats.
Develop and maintain courses that directly address operational needs and identified gaps, ensuring that every role within the organisation has access to the highest level of training required to meet minimum standards.
Manage and oversee the full-time training department, ensuring effective delivery, administration, and accountability across all training functions.
Oversee equipment management and training logistics to ensure all programs are supported by the necessary resources, facilities, and infrastructure.
Ensure CSG is fully self-sufficient in designing and delivering training programs, without reliance on third-party providers for any internal programs.
Partner with operational teams to identify weaknesses on the ground and integrate lessons learned into updated training practices.
Guarantee training pathways are structured to enable development from new recruits through to advanced leadership and instructor levels.
3) Instructor Leadership, Standards and Development:
Lead a team of specialist instructors across core disciplines.
Set and enforce standards of instructional delivery, ensuring professionalism, quality, and consistency at all times.
Establish systems for regular assessment, feedback, and accountability for instructors.
Mentor and develop instructors to ensure continuous growth and alignment with organisational expectations.
In partnership with volunteer leadership, identify, cultivate, and build a pipeline of future instructors across all disciplines, ensuring succession, sustainability, and depth across the training body.
4) Quality, Compliance and Evaluation:
Establish robust systems for accreditation, assessment, and evaluation of training outcomes.
Ensure all training meets legal, cultural, and safety requirements.
Maintain accurate records of training delivery, participation, and competency.
Monitor outcomes and provide evidence-based recommendations to drive improvement.
Benchmark against best practice and ensure continuous alignment with operational needs.
5) People Development and Culture:
Champion the growth of volunteers through clear developmental pathways that support progression from entry-level to leadership and instructor roles.
Ensure training supports volunteer retention, motivation, and recognition at all stages of their journey.
Establish and maintain transparent, robust development pathways for volunteers that align with the operational needs of the organisation across all disciplines.
Ensure that all new volunteers are taken through a structured training process, guaranteeing that every graduate meets CSG’s minimum standards before entering operational service.
6) Community Outreach and Stakeholder Training:
Ensure that outreach training is delivered effectively across the broader community, reaching schools, synagogues, community organisations, and other key sectors.
Guarantee that key communal stakeholders achieve and maintain a baseline level of security awareness and preparedness.
Identify opportunities for expanding community training initiatives and develop efficient methods of delivery.
Oversee the integration of outreach training into CSG’s broader training strategy, ensuring relevance, quality, and consistency.
Required Skills and Experience:
Leadership Experience: Minimum 5 years of leadership experience in training, capability, and course development, within the communal security environment.
Team and Volunteer Management: Proven ability to lead and develop multidisciplinary teams and integrate volunteer workforces into formal operations.
Strategic Delivery: Proven record of designing and leading training strategies at scale, with measurable outcomes.
Community-Focused: Experience working in or with Jewish communities and institutions as well as volunteers.
Stakeholder Engagement: Demonstrated ability to develop trusted relationships with key stakeholders.
Strong Communication and Problem-Solving Skills: Strong verbal and written communication skills with the ability to effectively problem-solve and make decisions.
